1. Extension of the suspension of inspections in the field of entrepreneurship

In the Republic of Azerbaijan, planned inspections in the field of entrepreneurship have been temporarily suspended by law since 2015. With the amendment adopted in 2025, this suspension period was extended until January 1, 2026.

2. Increased administrative liability for failure to submit documents

📌 New Article: 539.3 (Code of Administrative Offenses)

With this amendment, fines have been clearly defined in the legislation for the first time. If an employer:

  • Fails to submit the required labor or personnel documents;
  • Delays their submission;
  • Submits them incorrectly or incompletely – they bear administrative responsibility.

💰 Fines:

  • Official (HR manager, deputy director, etc.): 1,000 – 1,500 AZN
  • Legal entity (the company itself): 2,000 – 2,500 AZN

3. Redefinition of “Significant” and “Large” amount concepts

Previously, these concepts, determined by the amount of damage, were defined by lower amounts. Now, these limits have been increased:

Significant amount:

  • Previous amount: 300 – 3,000 AZN
  • New amount: 5,000 – 30,000 AZN

Large amount:

  • Previous amount: More than 3,000 AZN
  • New amount: More than 30,000 AZN
