Changes regarding social leave orders on the EMAS platform came into effect

Effective May 1, 2026, new changes have been implemented in the rules for preparing social leave orders via the EMAS Platform. Under the new system, based on the information entered by the employer into the EMAS platform, the State Social Protection Fund (DSMF) will process social payments automatically in a proactive manner.

This update is considered particularly important for HR professionals, personnel departments, accountants, and employers.

Social leave payments will now be calculated automatically

According to the new rules:

  • Once social leave orders are formalized on the EMAS platform,
  • the data will be automatically transmitted to the DSMF system,
  • payments will be calculated without the need for any additional application.

Consequently, there is no longer a need to submit the following documents via the e-gov.az portal:

  • protocols,
  • applications,
  • birth certificates,
  • other additional documents.

New requirement in the EMAS system – PIN (FiN) code is mandatory

According to the new amendments, entering the PIN (FiN) code of a child under 3 years of age is a mandatory requirement when preparing an order for partially paid social leave.

If the PIN code is not entered correctly:

  • the approval of the order may be delayed,
  • problems may arise in the calculation of social payments.
